It's a special night in Woodland Valley; tonight is the night of Harvest Moon. There's a special party out at the Otter Pond and Luna even has a special surprise for Bear. Bear and his friends enjoy the delights of the night, such as fireflies and constellations. Tutter does his best to stay up, but Bear allows him to catch a little sleep before the big celebration. Bear searches for party lanterns for the celebration, but it's ultimately Pip and Pop who find them.

In each episode, Bear explores learning concepts such as feelings, the alphabet, nature, science and more with the kids of the Big Blue House and/or out in Woodland Valley. She appears at the end of every episode, and sings the Goodbye Song. They're all located among the pine trees in the convenient neighborhood of Lower Moonridge close to Bear Mountain Ski Resort and Big Bear Zoo, and a short drive to the lake. At the beginning of each episode, Bear welcomes viewers to his house and tells them that he thinks they smell good. After talking with one or more of the characters, he introduces the show theme, or "Word of the Day" and sometimes sings a song about it. This segment, in the first three seasons, is often followed by one in which real kids discuss the topic of the day. Afterwards, Bear usually explores the house or valley, talking with the kids and aiding/assisting them as necessary.

Big Bear Lake has long been a favorite mountain escape for southern Californians, a complete change of scenery just two hours to the northeast of the crowded freeways of L.A. This trio of cabins in the San Bernardino National Forest, dubbed the Midnight Moon Cabins, leans into the laid-back lake life vibe, but with upscale features to ensure all the conveniences of a luxury rental. On October 19, 2022, the series began streaming on Disney+ with nine episodes missing at time of launch. Bear in the Big Blue House is aimed at teaching lessons to preschool and early school-age children.

Sometimes, at the opening of the program, Bear will have a talk with Ray. In the fourth season of the program, Woodland Valley, the community at large, is featured much more heavily. Tutter the mouse is shown attending school, many new characters are introduced and the "Good Morning" song and real-kids segments are no longer featured. At the end of every episode, Bear goes up to the attic, or sometimes to the Otter Pond, to talk with Luna about the day's events.

Each release included a selection of episodes; the full series was never distributed on physical media. After the hiatus and the spin-off Breakfast with Bear, a final run of new episodes aired on the Disney Channel in April 2006, with the last episode airing on April 28, 2006. Repeats of the show ceased altogether in May 2007 (December 2010 in the UK). Thigpen was posthumously nominated for a Daytime Emmy Award for voicing Luna. Bear also appeared as a celebrity in the 2002 revival of The Hollywood Squares; he notably appeared in Whoopi Goldberg's final episode. In the Shadow segment, Shadow tells a wild story about a man who takes a trip to the moon in a balloon. Throughout the episode, the theme (ex; "sleep", "doctors", "Thanksgiving") is learned about, and a lesson is learned at the end of the episode.

Bear acts as a caregiver towards Ojo the bear cub, Treelo the lemur, Tutter the mouse, and Pip and Pop, who are two otters. Character "Shadow" narrates a segment with shadow puppets in each episode. Most of the segments are in song, while others are simply a short story relating to the episode's theme. At the end of the program, Bear then sings the goodbye song with Luna, the moon.

Their conversations always end with them singing the "Goodbye Song" before she leaves to light up the night sky. On a few occasions, other characters talk with Luna and accompany her and Bear in "The Goodbye Song". At the end of every episode, Bear climbs to the attic (though, on occasion, he heads out to the Otter Pond) to talk to Luna about the day's events.
